In order to improve the public administration and service level, the SSEZ Company not only makes efforts to make internal management well, but also hears suggestions from the companies in economic zone to satisfy their demands. In August, the SSEZ Company conducted the first enterprise satisfaction survey anonymously in terms of the guarantee of water and electricity supply, the construction and related services, investment promotion service, property management and services, “one-stop” services and so on. In this survey, 22 questionnaires were gave out and 16 were collected, the participant rate is 73%.
The result of the survey shows the 75% participants feel the services of SSEZ are ordinary or satisfied. It means that the entered companies approval the achievement in the construction, management and services of the SSEZ Company generally. But 25% participants show they are not satisfied with the services and provide the reasons as well as certain practical suggestions. The SSEZ Company arranged all directors of sectors to make detail analyses on the subjective and objective reasons for those suggestions and questions one by one. After that, the SSEZ Company made a deep research in feedback suggestions and rectification measures.
1. The Supply of Water Is Not Stable. Because of the lightning stroke on 7th Sep. the transformer in water station was broken seriously which resulted in some problems in water supply. Even though the SSEZ Company tried its best to repair the equipment as soon as possible, this nature disaster finally posed short-term influence on the production of certain companies and living of certain people in SSEZ negatively. Now the water supply is become stable again. Recently, the SSEZ Company made an overall check and repair on water supply system to guarantee the stability of water supply in the future.
2. The Short Blackouts. Since 13th July，the electricity supply method in SSEZ was transferred from self-produced by SSEZ company to provided by Electricity Supply Bureau of Sihanoukville Province. According to the trial operation for three months, the overall stability is improving month by month. Ever though the power outage happened occasionally, the main reasons were some nature disasters, such as thunderstorm and gale, posed damage on power-supply facilities and electric transmission and distribution circuits. The SSEZ Company keeps the original diesel generating sets into the await orders to meet emergencies. Moreover, three more important works are being done by SSEZ Company as well. Firstly, the SSEZ Company keeps a close contact with Electricity Bureau to require them improving electricity supply and reducing the power outage. Secondly, the thermoelectric project will be introduced actively.
3. The Management of Transportation in the SSEZ. With the increase of entered companies (institutions)， the numbers of vehicles and workers in SSEZ are increasing sharply as well. To maintain the order and improve the efficiency of the transportation in the SSEZ, the SSEZ Company formulated the regulation named “The Management Methods of The Traffic in SSEZ” based on the suggestions from entered enterprises. The SSEZ Company made a trial implementation of this regulation from 1st Nov.2013. This regulation provides detail information about public transportation in the SSEZ. In addition, the Registration and Traffic Permit systems are established as well to regulate vehicles. Moreover, certain articles also point out the requirements on speed limitations, trumpet, vehicle parking and sanitation on different situations. To some actions which are against the regulation, some punishment contents are provided as well. There is no doubt that this regulation will promote all enterprises (institutions) and individuals to maintain the favorable transportation environment in SSEZ.
4. The Environment Greening and Sanitation. Objectively speaking, the SSEZ is now at the startup phase, so the internal environment is not good enough, such as the afforesting work lags behind relatively. The SSEZ Company is now making plans about the afforesting work on the trunk roads based on the development and construction progress. Moreover, the green belts on auxiliary road between factories will be renovated as well. In terms of the sanitation work and garbage collection, the SSEZ Company is trying to make more efforts and buy more vehicles to transport rubbish in SSEZ. It is expected that all companies in SSEZ should not only guarantee the cleanness of personal factories and certain areas outside of factories, but also the companies should package their rubbish to avoid the second-time pollution.
5. The Rain Leakage of Rented Factories. In order to speed the construction and without steel structure construction enterprises, the several factories built at the early time have some defects. Even though the SSEZ Company spent more than 100000 dollars on repairing them, it is a fact that the problems were not solved totally. On the one hand, the SSEZ Company will continue repairing these factories. On the other hand, the SSEZ Company is consulting others through various ways to find out the best solutions of this problem. In terms of the pipe leakage of tools in the toilets, these problems are led by misuse of them in most cases. If the factories want to be repaired, the SSEZ Company could help them to contact with construction teams.
6. The Efficiency of License Application and Transaction. The SSEZ Company helps customers to apply for various licenses and make efforts to coordinate through bilateral governments. Since Jul. 2010 the first service window was set by Cambodian Customs, there are 6 sectors setting service windows in One-Stop Service including CDC, Commerce, Labor and Sihanoukville Province which provide administrative services for entered enterprises in terms of registration, the application of the Certificate of Origin, Customs Clearance, Inspection and Quarantine and labor management. Meanwhile, considering the difficulties of new-entered companies, the SSEZ Company could provide them with many service items initiatively such as registration. Under any situations, the Cambodian administrative legislation and procedures should be followed and the time and costs are not controlled by individual company. But the SSEZ Company will try its best to help customers to reduce the cost at all the time. In order to provide more convince for companies, the SSEZ Company is making and printing “The Guidance for Entering Our SSEZ” which contains much practical information, such as costs of relevant management and services and the names and contact information of existed service institutions, for companies.
The SSEZ Company treated this “Enterprise's Satisfaction” survey as mirror to encourage all staff to improve working styles, to regulate the working attitude and to improve service qualities. The staff will transfer pressure to power and provide entered enterprises (institution) with more satisfied services.
