On 16th Dec the “Teach-in of Regulations about Economic Special Zone” was hosted by Cambodian Administration of Customs Free Zone Management Authority and undertaken by the SSEZ Company in the Comprehensive Building. Moreover, the Director of Administration of Customs Free Zone Management Authority Keo Sokheang and the General Manager Yue’E DAI gave speeches respectively. After that the Vice-director Kim Nguon provided a topic speech.

The Director Keo Sokheang said the government led by prime minister Hun Sen and the Customs and Tax administrations led by the Finance and Economic Departments all focus on providing more preferential measures for economic zones such as issuing the tax relief policies, providing more convenient customs clearance procedures, encouraging the development of import and export trades. He said in order to propagandize the existed legislation; we organized this teach-in activity specially. The developers of Economic Special Zone, the enterprises in the zones and some officers in related governmental departments were invited to take part in this teach-in activity to promote the conduction of legislation and the cooperation and to regulate the actions of investors and economic special zones. He showed the appreciation to the Special Zone because of the good preparation for this teach-in.

Firstly, the general manger DAI showed her thanks to the Customs Department Free Zone Management Authority for arranging this teach-in in the SSEZ. She said it is our basic obligation to follow the local legislation of Cambodia when we construct the Economic Special Zone and introduce companies. Following the local legislation is also the precondition of enjoying the protection of the legislation. During 6 years, supported and led by government, the SSEZ Company did all work following the local legislation such as investment, construction, operation and rate paying to guarantee the lasting political stability in the SSEZ.

DAI said before following the legislation, the SEZ and entered companies should know the laws clear. Today, the Customs Department Free Zone Management Authority came here to make a special teach-in about the legislation. It will promote the healthy development of the SSEZ and entered companies. Our SSEZ Company and other entered companies will learn this legislation carefully to improve consciousness of compliance management.

The vice-director Kim Nguon made teach-ins from six aspects combining articles in statutes and real cases in terms of tax exemption scopes of device importation and materials, how to apply for customs clearance if the cargo arrived but without finishing the “Tax Exemption Form” . Moreover the ‘Credit’ system which provide creditable enterprises with more convenient and loose custom clearance policies will be put into use at the end of this year by the Administration of Customs

The teach-in was lasting for three hours and the representatives received a vivid education in terms of economic laws and regulations.

More than 80 people participated in this teach-in including the officers of “One-stop Service” window, the principals of other SEZs such as Guogong and Port SEZ and the directors of more than 20 entered companies.
